The bromine chemical industry has high risks in production and circulation due to the strong corrosiveness, toxicity, and flammable and explosive properties of bromine and its compounds. To systematically avoid risks, the following measures need to be taken from multiple dimensions such as technology, management, emergency response, and supply chain:

###1. Risk control in the production process**

1. * * Intrinsic safety of the process**

-Adopting new technologies such as microreactors and continuous flow processes to replace batch reactions and reduce the inventory of high-risk materials.

-Implement automated control (DCS/SIS system) for bromination reaction, and set interlocking shutdown for key parameters (temperature, pressure, bromine concentration).

-Use inert gas (such as nitrogen) to protect the system and prevent the formation of explosive mixtures between bromine vapor and air.

2. * * Equipment and anti-corrosion**

-Select materials resistant to bromine corrosion such as Hastelloy and fluorine lined equipment, and conduct regular wall thickness testing and stress corrosion inspection.

-The bromine storage tank is equipped with dual safety valves, overflow alarms, and cofferdams. The trench needs to be treated with anti-seepage measures and connected to the emergency pool for accidents.

3. Leakage prevention and control**

-Install a bromine vapor detector (threshold ≤ 0.3ppm) and link it with the emergency absorption system.

-Configure ammonia spray system or alkali spray tower to quickly neutralize bromine vapor in case of leakage.

2、 Warehouse and Logistics Management**

1. * * Classified storage**

-Bromine is stored separately from reducing agents (such as sodium metal) and organic compounds, with a distance of ≥ 50 meters, and the warehouse is kept dry and ventilated.

-The temperature of the liquid bromine storage tank should be controlled at -5~20 ℃, avoiding direct sunlight.

2. * * Intelligent transportation**

-Transport vehicles must be equipped with GPS and collision prevention systems, and the tank must have UN1744 markings and orange reflective tape.

-Equipped with portable bromine absorbents (such as sodium thiosulfate solution) and emergency leak prevention kits.

3. * * Supply Chain Audit**

-Verify the safety production license for downstream users and prohibit sales to small workshops without bromine treatment capacity.

3、 Supervision of usage process**

1. * * User Qualification Management**

-Establish customer files and require MSDS signing records and emergency drill certificates.

-Promote alternatives to brominated reagents (such as tetrabutylammonium bromide) to small-scale users such as universities and laboratories.

2. * * Operation training**

-Compulsory use units are required to participate in bromine hazard prevention courses, and after passing the assessment, operational qualifications will be issued.

4、 Emergency response system**

1. * * Factory level emergency plan**

-Conduct quarterly drills to seal bromine leaks and provide first aid for personnel burns (immediately rinse with 1% sodium thiosulfate).

-Clarify the bromine fire disposal plan with local fire departments (prohibit water use, use dry sand or carbon dioxide to extinguish fires).

2. * * Regional Joint Defense**

-Join the emergency mutual assistance agreement in the chemical park and share emergency supplies such as bromine adsorption vehicles.

5、 Compliance and Technological Innovation**

1. * * Regulatory benchmarking**

-Strictly implement GB 15603 "General Rules for the Storage of Hazardous Chemicals" and AQ 3036 "Safety Regulations for Bromine Production".

2. * * Process upgrade**

-Invest in electrochemical bromine recovery technology to reduce transportation links; Develop low bromination processes (such as catalytic bromination).

6、 Cultural Construction**

-Implement a "surprise report" system to encourage employees to report attempted incidents.

-The management team leads a special inspection of bromine operations every month.
